Valuation (Herbert A. Simon)
Performance measures (Michael Carley)
[1965, Second Edition] Herbert A. Simon, Administrative Behaviour, The Free Press, New York
“... the process of determining preferences among consequences. This process may be termed valuation. To each strategy corresponds a unique set of consequences. Rational behaviour involves a listing of the consequences in their order of preference, and the choice of that strategy which corresponds to the alternative highest on the list.” (p. 73)
“Valuation ... is limited in its accuracy and consistency by the power of the individual to trace the varied value elements in the imagined consequence and to give them the same weight in anticipation as they will have for him in experience.” (p. 83)
[1980] Michael Carley, Rational Techniques in Policy Analysis, Heinemann Educational Books, London
“The Urban Institute suggests the following criteria for selection of performance measures:
(1) Appropriateness and Validity.
(2) Uniqueness, Accuracy and Reliability. Measures generally need not overlap ... but some redundancy may be useful for testing the measures themselves.
(3) Completeness and Comprehensibility.
(4) Controllability.
(5) Cost. Staff and data collection costs must be reasonable.
(6) Feedback Time. Information should become available within the time frame necessary for decision making.”
(Chapter 10, p. 167)
